It's Time To Party!

Last Saturday on my way to school I saw this building that used be Albertson and now there's a sign that says "Halloween Spirit". It just hit me that maybe I can throw in a huge Halloween party and make money out of it. But I am not so sure where to start. Do I need some permits?
